"The necessity is not symbolic gestures but strong steps - from the United States, Europe and the G7 - in providing protection systems and enforcing sanctions," was stated in a public message.
He said that numerous aerial vehicles and more than 30 missiles attacked the country's power systems, labeling such attacks as "premeditated" and against "critical infrastructure" as winter approaches.
Government representatives said Moscow was "launching a major assault" and repair crews were working to repair systems.
